Background

Cadets Canada is the largest federally funded youth program. It is open to youth from twelve to eighteen who are interested in participating in a variety of challenging activities while learning about the Canadian Forces.

Many former cadets have become leaders in Canadian society and attribute their desire to succeed to the time they spent in the program.

Cadets Canada's web site reports that they are committed to sharing Canadian values, paying particular attention to:

"LOYALTY, the expression of our collective dedication to the ideals of the Cadet Movement and to all its members;

PROFESSIONALISM, the accomplishment of all tasks with pride and diligence;

MUTUAL RESPECT, the treatment of others with dignity and equality; and

INTEGRITY, the courage and commitment to exemplify trust, sincerity and honesty."

Mission

The Hubbell Awards Incorporated is a small charity whose mission is to provide scholarships to cadets currently enrolled in a Manitoba unit who will continue their education at a civilian technical institute, college or university.

Funds

When the program was initially incorporated as a charity in 2004, it presented three $500.00 scholarships using the proceeds from the Awards Dinner.

The following year the program entered into an Agreement with the Winnipeg Foundation. All donations are placed in the Hubbell Awards Scholarship Fund that they hold. The interest earned in the Fund is used to fund the program. That ensures the program can continue indefinitely.

Beginning in 2013 the program will provide six scholarships: three to air cadets; two to sea cadets and one to an army cadet. The distribution of the scholarships is based upon the number of youth enrolled in each element and the number who age out and qualify for post secondary education. Each scholarship has a value of $1,000.00. As the Fund grows in value, so will the value of the scholarships.

Presentation of the Awards

The scholarships are presented at the annual Awards Dinner, which is a formal evening in which a general or flag officer of the Canadian Forces is the guest speaker. The winners and their parents attend the evening as guests.

Providing external funding becomes available other serving cadets who could be potential nominees the following year are invited to attend the dinner.

Cadet CPO1 Francine Chartier - Surgeon Captain Gordon P. Farhni, DSC, MD Award

Lieutenant Colonel (Retired) James Popplow and Rear Admiral Jennifer Bennett, Chief of Reserves and Cadets, presented the Surgeon Captain Gordon P. Farhni, DSC, MD scholarship to Cadet CPO1 FRANCINE CHARTIER, who is studying for a Bachelor of Science degree at Universitaire de Saint-Boniface.

Cadet WO Hillary Lecocq - Lieutenant Laurence Gillmor Sherman Award

Lieutenant Colonel (Retired) Ivan Poitras and Rear Admiral Jennifer Bennett, Chief of Reserves and Cadets, presented the Lieutenant Laurence Gillmor Sherman Award to CADET WO HILLARY LECOCQ, who is studying for a Bachelor of Nursing degree at the University of Manitoba.

Cadet FSgt Daniel Kang - 17 Wing Honorary Colonel Award

FSgt Daniel Kang's long term objective is to study international law and work for the United Nations. He moved to Montreal prior to the Awards Dinner to attend McGill University and was unable to attend the Awards Dinner.
