Cadet CPO2 Mullins graduated from Vincent Massey Collegiate and is currently enrolled in the Faculty of Education at the University of Winnipeg where he is majoring in History and English. He plans to teach high school after he has earned a BA and a BEd.

As a cadet, he has won a number of awards including the LCdr Fandrey Scholarship in 2014. He is currently completing the Duke of Edinburgh Gold Award. He acquired considerable experience as a leader while with the cadets when he was a guard instructor for three years, and the Hood Divisional Petty Officer for two years. He additionally completed the Fitness and Sports Instructor Course at Cold Lake, AB.

In addition to his cadet activities, found the time to write a column for his school's newspaper that examined local, national and international events as they relate to the school readership.

As well, has been a volunteer with Able Sail Manitoba, an organization dedicated to teaching people with mental and physical disabilities to sail. He also volunteered with Gospel Mennonite Church where he provided mentoring for other youngsters, support for outings and assistance in running game nights.
