The 2025 Hubbell Awards Recipients


The Hubbell Awards Recipients, June 16, 2025.

At a formal ceremony on Monday, June 16, 2025, the 2025 Hubbell Awards were presented to twelve Manitoba Cadets. These Cadets, three Sea Cadets, three Army Cadet and six Air Cadets, were chosen from many highly qualified applicants. The Hubbell Award recipients; their families; our guest of honour, The Honourable Anita R. Neville, P.C., O.M.; the host, Mr. David Pankratz, MLA; guest speaker, Colonel Evelyn Kotzer, CD, ADC; and other dignitaries, attended the ceremony in the Manitoba Legislative Building.

This year's ceremony began with introductory remarks from The Honourable Anita R. Neville, P.C., O.M., Lieutenant Governor of Manitoba, Gen Raymond Henault, CMM, MSC, CD (Retd), Patron, Hubbell Awards Inc. and Mr. David Pankratz, Member of The Legislative Assembly for Waverley and Manitoba's Special Envoy for Military Affairs. These remarks were followed by a keynote address from Colonel Evelyn Kotzer, CD, ADC, Commander of 38 Canadian Brigade Group.

After the speeches, the Hubbell Awards were presented to the Cadets. In addition to The Hubbell Awards, each of the Cadets received a bursary from the Manitoba Government. Presenting those bursaries, on behalf of the Manitoba Government, was Mr. David Pankratz, MLA for Waverley and Manitoba's Special Envoy for Military Affairs. The three Sea Cadets received an additional honorarium from The White Ensign Club of Manitoba. Presenting these honorariums, on behalf of The White Ensign Club, was Mr. Phillip Bingham.

A reception, in the Rotunda of the Manitoba Legislative Building, followed the presentation of the scholarships.

2025 Guest of Honour

The Honourable Anita R. Neville, P.C., O.M.
Lieutenant Governor of Manitoba

Anita Neville's leadership in the community, on the local and national level, has touched the lives of countless Canadians. She is a proud Manitoban, a distinguished community leader, and a respected public servant.

Born and raised in Winnipeg, she has had a deep and lifelong commitment to her community, dedicated to improving the lives of others.

Her enduring commitment to education began with her long service as board member and Chair of the Winnipeg School Division Board of Trustees. Her numerous board and volunteer activities included involvement with the Law Society of Manitoba, Jewish Child and Family Service, Rossbrook House, the City of Winnipeg's Community and Race Relations Committee, the Manitoba Public Utilities Board, Equal Voice, the Institute for International Women's Rights - Manitoba and the Arab Jewish Dialogue to name a few. She previously served on the Steering Committee of Operation Ezra and the board of the Jewish Heritage Centre of Western Canada.

From 2000 to 2011, Ms. Neville served as a Member of Parliament, representing her community of Winnipeg South Centre. During her time in the House of Commons, she championed issues that matter to Manitobans, supported the legalization of same-sex marriage, and advanced initiatives benefiting Indigenous Peoples, most notably on the issue of missing and murdered Indigenous women and girls. In 2003, she played an important role in the establishment of Holocaust Memorial Day by Parliament. What she perhaps enjoyed most about the job was the many occasions it afforded her to talk to her constituents, learning about their lives, their families, their struggles, and the opportunity to help them resolve them.

Ms. Neville served as Parliamentary Secretary to the Minister of Canadian Heritage and Minister responsible for Status of Women, as well as on numerous committees, parliamentary associations, and parliamentary groups.

With a Bachelor of Arts (Honours) in political science and history from the University of Manitoba, Anita Neville is also the mother of three grown children and grandmother to six grandchildren.

2025 Guest Speaker

Colonel Evelyn Kotzer, CD, ADC
Commander of 38 Canadian Brigade Group

Colonel Evelyn Kotzer enrolled in the Canadian Armed Forces in 1994 and graduated from the Royal Military College of Canada in 2000 with a bachelor's degree in mechanical engineering. She completed her Signal Officer training at the Canadian Forces School of Communications and Electronics (CFSCE) later that year in December and was posted to Edmonton.

In Edmonton, 2Lt Kotzer was promoted to Lieutenant and held positions as Charlie Troop Commander in 1 Headquarters and Signal Squadron in 2001 and as the 1 Service Battalion Signal Officer in 2002. Capt Kotzer returned to Kingston with postings to the Canadian Forces Joint Signal Regiment in 2004 followed by the CFSCE in 2007. She gained a wealth of knowledge as the School Adjutant, where she completed her Regular Force service in 2009.

Capt Kotzer transferred to the Primary Reserves in May 2009 moving to 772 Electronic Warfare Squadron as the unit Adjutant. In 2010, her husband's posting to Winnipeg led her to 38 Signal Regiment, where she has held almost every regimental and squadron officer position, up to and including Regimental Commanding Officer from May 2020 to September 2022. Concurrent to her command, she was appointed as the Deputy Commander of 38 Canadian Brigade Group (38 CBG) in July 2022, while also working for the Royal Canadian Air Force as the A5 in 2 Canadian Air Division.

LCol Kotzer deployed on domestic Operation GRIZZLY in the Kananaskis mountains in 2002 and graduated from the Army Operations Course in July 2017 and Joint Command and Staff Program in June 2021. In 2020, she stood up the 38 CBG Diversity and Inclusion Advisory Committee on behalf of the 38 CBG Commander to champion culture growth throughout the brigade. LCol Kotzer recently redeployed on Op UNIFIER 24-02 as the Executive Officer to the Assistant Commander Training for NATO Security Assistance and Training Ukraine (NSAT-U), located in Wiesbaden, Germany. She also served as an Honorary Aide de Camp to the Lieutenant Governor of Manitoba since 2015 until her promotion to Colonel.

Colonel Kotzer is greatly supported by her husband, LCol (retired) Clayton Kotzer, and four wonderful children, Riley, Brodie, Grace and Fiona, of which three of the four also serve in the CAF. Beyond her military career, she enjoys playing music with her family, fitness, hiking and numerous sports while dedicating her extra time to volunteering in her community.

2025 Surgeon Captain Gordon P. Fahrni, DSC, MD Award Recipient

Cadet CPO1 Connor Desautels
25 RCSCC Crusader

Cadet CPO1 Connor Desautels will be attending the University of Manitoba, Asper School of Business in a Bachelor of Commence program with the aim of becoming an Accountant. University will allow him to gain a wider appreciation for other business disciplines and potentially explore other interests, work in a co-op program and become a more well-rounded and knowledgeable person.

In Cadets he has received the Award of Merit - 2024, Navy League of Canada Award of Excellence - 2024, Four-year service medal - 2023, Lord Strathcona medal - 2023, Cadet of the Year - 2022-2023, Junior Sea Cadet of the Year - 2020-2021 and has achieved the Silver athletic level (Cadets) - 2019 to present.

He performs various duties at John Black Memorial United Church, was a Group leader at United Church of Canada weekend retreat (Fall 2024) and participated at the Remembrance Day Ceremony at Collège Miles Macdonell Collegiate. He has volunteered for the Charleswood Legion Poppy drive - 2024, Salvation Army Kettle Campaign - 2024, Festival du Voyageur volunteer - 2025, and the Manitoba Highland Gathering - June 2023 and June 2024.

As the Corps' coxswain he plans, teaches, organizes, and leads events, weekly, monthly and annually. He has Canadian Lifesaving Society - Bronze Cross and Bronze Medallion - July 2021 is a member of the College Miles Macdonell Collegiate curling team (2021 - 2025), member of the Fort Garry men's curling team and participates in the Cadet bi-annual physical fitness tests.

2025 Manitoba Navy League Division Award Recipient

Cadet CPO2 Fiona Huynh
49 RCSCC John Travers Cornwell VC

Cadet CPO2 Fiona Huynh will be attending the University of Manitoba this Fall with the Faculty of Kinesiology to pursue a Bachelor's Degree in Physical Therapy and will continue to serve with her Cadet Corps, hopefully as Coxswain.

In Cadets she has achieved the Level 4 Range Badge, Level 3 Communications, CanSail 4 SCOP 1 - 4, LCdr Lyla Bilton Proficiency Award, Cadet of the Year (2023-24), Sail instructor and received the Lord Strathcona Medal and the Navy League's Medal of Excellence Award. She has been a Company Commander, the Stores PO, a Yeoman, Chief of Training, Sail Staff, and the Mess Secretary.

She is intimately involved with volleyball, referring many games leading to a mentorship with referees at the U of M and has coached the next generation of volleyball players. She volunteers with Volleyball Manitoba coaching community volleyball and volunteered with the Usports Volleyball Nationals. She has also volunteered with poppy sales, School Remembrance Days, and the Santa Claus Parade. Her school is a UNESCO school where she will earn a UNESCO Diploma and her group is organizing a toy drive for The Children's Hospital.

As a leader she likes to focus on what makes the Cadet Corps a better place for the Cadets, a fun, welcoming place.

She is an active person who loves all sorts of sports. She has maintained her excellence fitness level in Cadets and has played volleyball in many tournaments and levels.

2025 Naval Officers' Association of Canada - Winnipeg Branch Scholarship Award Recipient

Cadet CPO2 Riel Ruiz
49 RCSCC John Travers Cornwell VC

Cadet CPO2 Riel Ruiz will be attending the University of Manitoba this Fall to pursue a career in mechanical engineering, specializing in aerospace, or becoming a teacher. His post-secondary education will help him develop technical expertise, leadership skills, and critical thinking, all of which he considers crucial for future success.

Cadets has been a huge part of his life, shaping him into the person he is today. He has completed CANSail Level 5, taken leadership courses, and attended summer training camps like HMCS Quadra and Forward Deployed Kingston (HMCS Ontario). He has competed in events at regional and national levels, earned the Manitoba Division Cadet of the Year (2024) and the Navy League Medal of Excellence. Cadets has shaped his confidence and character, preparing him for the next stage of his life.

Giving back to his community is something he genuinely enjoy such as tutoring students in math and science, teaching elementary and special needs kids science of the world around them, promoting fair trade products and doing community clean-ups, and taking environmental initiatives, teaching sail, and volunteering with the Lake Winnipeg Cadet Nautical Site where he is able to teach and coach Cadets about his passion. His commitment to citizenship is something he plans to carry forward into his post-secondary education and future career.

As a senior Cadet, he has taken on roles that require mentoring juniors, supporting superiors, and running training sessions. For him leadership is not just about personal success, it's about helping others grow, ensuring teamwork, and leading by example.

He has competed in sailing, biathlon, and track and field, earning the Manitoba Games Qualifier (ILCA Male) 2024, several marksmanship and biathlon awards, and was the Top Sea Cadet Marksman in Canada for the past two years. His commitment to fitness will continue into post-secondary education and beyond, ensuring he is always ready for any challenge.

2025 Lieutenant Laurence Gillmor Sherman Award Recipient

Cadet CWO Queenie Jem Realizan
1226 Fort Garry Horse RCACC

Cadet CWO Queenie Jem Realizan will attend the University of Manitoba's Asper School of Business with the goal to become a Certified Public Accountant (CPA), recognizing the importance of higher education and professional development. Attending post-secondary education is the first step toward earning her CPA designation.

She was awarded the 1226 Fort Gary Horse Merit Award - BEST LEADERSHIP, the Distinguished Marksmanship Badge, National Star of Excellence Level 1 Badge, the Biathlon Pin, Silver Star Instructor, Service Medal for completing 5 years of Cadets and the Silver Fitness Badge. She Completed the Drill and Ceremonial Instructor Course at Vernon CTC and was selected for the Precision Drill Team that performed at the Okanagan Military Tattoo and completed the Expedition Team Member Course at Argonaut CTC.

She has given back to her community volunteering at the NorWest Co-op Daycare Centre and by participating in a Safe Walk program (204 Volunteer Inc). Volunteering at the daycare and participating in the Safe Walk program gave her the opportunity to support others and develop valuable life skills, such as patience, responsibility, and communication. She has participated in the Poppy Drive and the Candlelight Ceremony.

As the Corps Regimental Sergeant Major, a leadership position that requires dedication, discipline, and responsibility, she mentors younger Cadets, promotes teamwork, and sets a positive example for discipline and leadership.

Physical fitness plays a significant role in her personal development and her dedication was recognized when she was awarded the Silver Fitness Badge. She also dances and participates in long-distance runs.

2025 Honorary Colonels' Army Cadet Scholarship Award Recipient

Cadet MWO Ava Pilotte
3234 Manitoba Horse RCACC

Cadet MWO Ava Pilotte plans to attend the University of Ottawa in the Honours Bachelor of Science in Biomedical Science program with the long-term goal of becoming a Doctor. As well, during her first year, she has secured a position as a Page in Parliament. She hopes to expand her comfort zone by leaving home and working in a completely new and unique environment where she gets to build friendships with her fellow Pages and learn new skills.

She joined Cadets in March 2022 and by October she was a LCpl and was given the position of Company Sergeant Major when the Corps RSM aged out, a position she maintained reaching the rank of MWO. She has received the Red Star of Excellence, was Mentioned in Dispatches at her Corps, the Gold Star Expedition, Excellence in Physical Fitness Award, the Gold Star of Excellence, the Lord Strathcona Medal, the Royal Canadian Legion Cadet Medal of Excellence, the ANAVETS medal for the ETL course in Rocky Mountain CTC, and currently serves on the Regional Cadet Advisory Council as a representative for her area.

She has volunteered with numerous organizations in the community from St-Pierre-Jolys Winterfest to the Manitoba Stampede and Exhibition. At School she volunteered with Kick Cancer to the Curb, Earth Rangers, Humanitarian Club, and helped create a "Perogies for Peace" fundraiser where all proceeds went to a Ukrainian family in the community. Through her involvement in these many projects, she has succeeded in making a difference in the lives of others.

She has played hockey at the provincial level, softball, badminton, volleyball, and runs cross country. Her Cadet career has been marked by dedication, inclusivity, and continuous learning, helping her grow as a leader and individual which in-turn has brought her multiple awards and accolades for her leadership capabilities.

2025 Janice and Barry Rempel Honorary Colonel's Air Cadet Scholarship Award Recipient

Cadet Sgt Yeongyun (Elena) Shin
191 West Winnipeg Rotary RCACS

Cadet Sgt Yeongyun (Elena) Shin will attend the University of Manitoba with her dream of becoming a Prosthodontist. After earning a Doctor of Dental Medicine, she plans to continue her studies for an MSc. in Prosthodontics or serve as a licensed Dental Officer in the Canadian Armed Forces.

She was her Squadron's Top Effective Speaker, representing Manitoba at the Air Cadet League of Canada National Competition for Effective Speaking. She has achieved or been awarded Top Effective Speaking Award, The Royal Canadian Legion Medal of Excellence, Excellence in the Cadet Fitness Assessment and completed the Merit Interview for the Power Pilot Training. She also took part in the Provincial Marksmanship Competition.

She volunteers with Manitoba Women for Women of South Sudan, ToyBox Manitoba, was team captain and mentor for her school Envirothon Club and represented Manitoba in Ohio and New Brunswick. She participated in the Climate Science Olympiad semi-finals and attended a Global Food Security Summit. She reads morning announcements at school in French, volunteers at the Korean Pavilion Folklorama, and participates in the school ethics club.

As a leader she sets an exemplary standard in teaching and consistently acts as a role model through dress, deportment, and improving as a Cadet herself, because enthusiasm and professionalism are contagious.

She plays badminton, varsity curling, won the West Winnipeg Athlete Conference Scholar Athlete Award with the highest grade average of 99%. She also participates in volleyball, lifts weights and likes to run. Her physical fitness is demonstrated with her excellence in the Cadet Fitness Assessment.

2025 Flight Sergeant Fred Marean Award Recipient

Cadet WO2 Isabelle Ladroma
177 Air Canada RCACS

Cadet WO2 Isabelle Ladroma will pursue a Bachelor of Commerce at the Asper School of Business at the University of Manitoba, with the long-term ambition of becoming a lawyer. Through this education she aims to gain the knowledge, connections, and experience to promote fairness, support marginalized communities, and contribute to Canada's legal and political landscape.

In Air Cadets, she took on various roles and challenges. She has completed General Training, Basic Survival, Survival Instructor Course, and served as Drill and Ceremonial Sergeant in Vernon, BC. She received Northwestern Region Cadets Support Challenge Coin, Royal Canadian Mounted Police Challenge Coin, earned the Marksman Badge and the Bronze Physical Fitness Badge, and was presented the Lord Strathcona Medal.

She was Vice President of St. Maurice's student council, a Junior Mentor at the University of Manitoba's CanU program, volunteered twice a week at Golden Door Geriatric Nursing Home, was selected as a Canadian Blood/Stem Cell Drive Ambassador, assisted in the Manitoba Marathon and was a four-year Social Justice Committee member and altar server for her school's masses.

She played varsity basketball, varsity volleyball, soccer, varsity badminton, varsity bowling. She is a biathlete and a long-distance runner.

These experiences have shaped her leadership, service, and commitment to her community, values she will carry forward in her future.

2025 Lieutenant Colonel (Retired) James Randolph Popplow, SBStJ, CD, BSc, BEd, MD, MSc, ABPM (AM), FACPM Award Recipient

Cadet WO1 Hailey Anne Nagtalon

Cadet WO1 Hailey Anne Nagtalon is a first-year student at the University of Manitoba pursuing a Bachelor of Arts in Criminology and a minor in Political Science, her final intent being to attend law school. She believes that the University of Manitoba will lay a strong foundation steering into her career and provide a plethora of fieldwork experiences that will provide her with real-world perspectives on the court system.

She has been competing in the Effective Speaking Program for six years receiving a third-place bronze medal in 2021, the second-place silver medal in 2022 and again in 2024 at the provincial competition. She has received the top Cadet award as well as the top instructor award. She received the Andrew Mynarski shield for outstanding Cadet leadership. She has received a second bar on her long service level which recognizes 6 years as a Cadet. As a Cadet Correspondent she has written numerous articles; many of which have been published in local and national news outlets.

She has volunteered at her high school athletic program, was a judge for debate competitions, and worked with the Special Education Olympics team.

As her Squadron WO1 she leads by example, striving to develop a positive and motivating environment. Through active communication, she ensures that all Cadets are aligned with the mission at hand while promoting a culture of respect, discipline, and teamwork.

2025 Honorary Colonel Ben Van Ruiten, MSM, CD Award Recipient

Cadet WO2 Ethan Salemi
220 Red River RCACS

Cadet WO2 Ethan Salemi will pursue an Aerospace Engineering Degree at the Royal Military College of Canada with the aim of being a Pilot or an Air Combat Systems Officer. For him post-secondary education is an opportunity to develop skills, gain knowledge, and ultimately make a meaningful impact in both military and civilian aviation.

He has completed or participated in Power Pilot Training Course, Glider Pilot Training Course, Advanced Aviation, Virtual Basic Aviation, PPTC Top Manitoba Cadet, Cadet Fitness Assessment, Restricted Operator Certificate with Aeronautical Qualification, Biathlon: Silver, Marksmanship: Bronze, and was nominated for the Legion Medal of Excellence. He has received the Lord Strathcona Medal, OCdt John W Kerr Award, and Commanding Officer's Commendation for Outstanding Service. He was Top Level Cadet: Level 1,2, 3, 4, and is Level five (qualified).

He has volunteered at Fehr Forgeworks, in Poppy Drives, Remembrance Day ceremonies, at Cadet gliding operations, and with Wreaths Across Canada. He takes pride in contributing to his community through volunteering, leadership, and fundraising initiatives. He is also involved in Student Council and the Grad Committee.

As a leader, he strives to be a role model, demonstrating discipline, professionalism, and a strong work ethic for younger Cadets.

He has maintained a consistent fitness routine, going to the gym five times a week and keeping up with cardiovascular training to ensure a well-rounded level of fitness. He has competed in wrestling and track and field.

2025 Honorary Colonel (Retired) George E. Chapman Q.C. Award Recipient

Cadet WO1 Alyona Telyatnikova
199 St Vital RCACS

Cadet WO1 Alyona Telyatnikova will be attending the University of Manitoba, pursuing a Bachelor of Science in Microbiology and Genetics. One of her long-term career goals is to work at the JC Wilt Infectious Diseases Research Centre, a key branch of Canada's National Microbiology Laboratory in Winnipeg.

She completed the Virtual Aerospace Course, the Survival Instructor Course, the Glider Pilot Training Course, and the Power Pilot Training Course. She was a member of the Drill Team and placed third in the Provincial Effective Speaking Competition. She was the Recruit of the Year, Top Junior NCO, received the Chairman's Trophy for Aviation Excellence, CO's Academic Achievement Award, Outstanding Marksman awards and was named Most Impressive Senior Cadet in Manitoba.

She has volunteered at the Gimli and Brandon cadet flying sites, participated in the Poppy Campaign, volunteered at the WPS half marathon, served as a page in the Model United Nations Assembly, is a regular blood donor, and worked as a lifeguard and swim instructor.

As Warrant Officer First Class of her Squadron, she strives to have a positive influence on younger Cadets so that younger Cadets can see the level of professionalism expected of them. She ensures each Cadet receives the support they need to succeed.

She has taken Traditional Shotokan Karate since 2015, holding a brown belt (2nd Kyu) and is training towards a black belt. She swims, cross country skis, cycles and enjoys multi-day hikes with her family.

2025 Royal Military Institute of Manitoba Award Recipient

Cadet CWO Jorn Skubovius
553 Sgt Tommy Prince RCACC

Cadet CWO Jorn Skubovius will attend the University of Winnipeg to major in Art or English and her ultimate goal as a future educator is to inspire students to have determination to persevere through life's challenges and contribute positively to society.

She is the Regimental Sergeant Major of her Corps. She has completed General Training, attended Expedition Team, was selected for the Maple Leaf Exchange in the UK, was staff at Rocky Mountain and received a Rocky Mountain 2024 CO's Coin. She received the Medal of Excellence, and was Most Proficient Cadet for creative problem solving and was awarded Best Attendance in 2023.

She is a nursing health aide worker at Ten Ten Sinclair, has participated in Poppy Drives, attended and participated in the Indigenous Veterans Day ceremony at Broken Head First Nations, participated in the Honour Ceremony for the Corps eagle staff to honour the Fallen Feather. In Indigenous culture, a feather that falls to the ground is considered a fallen warrior, and its sacrifice is honoured by cleansing it before reattaching it to its brothers. She also attends a yearly Christmas fundraiser for the Duke of Kent Legion Ladies Auxiliary.

As the Corps RSM she is committed to teach the Cadets their own personal growth within themself. She is consistently inspired by the bright futures that is waiting ahead of each Cadet she encounters.

She was awarded her physical level of excellence and has maintained it since 2018, participated in the Maple Leaf Exchange, Expedition Team Leader CTC, and participated in the Spruce Woods Regional Expedition in 2024.

2025 Manitoba Moose Scholarship Award Recipient

Cadet WO1 Anika Vaags
249 Beausejour RCACS

Cadet WO1 Anika Vaags will attend Red River College Polytechnic to earn her Carpentry Credential Certificate. Her long-term goal is to create her own real estate company.

She was a member of the Squadron Drill team, earned a level 3 expert marksmanship badge, participated in the Effective Speaking Competition at the provincial level. She planned her Squadron's "Fitness February" events and continually strived to provide the Cadets in the Squadron with the best experience possible.

She has volunteered in her community with Louis Riel Day, the Anoka Community Mission, Vacation Bible School and Teen Serve. She also worked at a local butcher shop for a number of years. Throughout all these experiences she has done her best to demonstrate the qualities of a good citizen and make a positive impact in all that she does. She values the privilege of representing the character and reliability of an Air Cadet in and outside her Squadron.

She has taken on many leadership responsibilities to support her superiors while doing her best to be a role model and positive example for the Cadets in the Squadron. Her goal is to pass on valuable lessons to the junior Cadets and guide them to one day become the future leaders of the Squadron. As a senior Cadet she has mentored junior Cadets in areas of drill, dress and uniform care as well as explaining the expectations and responsibilities of being a Cadet.

She has participated in baseball and softball, Jiu-jitsu, mixed martial arts (taekwondo, boxing and wrestling). She works out at home using her body weight for the exercises. She maintains her fitness and mental state by doing three to four hours of exercise weekly. She strives to inspire others to get started on their own health journey encouraging physical fitness achievements for everyone.
